NACBA, Alamo Chapter
Minutes of Meeting on January 15, 2009 at 11:30 a.m.
Abiding Presence Lutheran Church, San Antonio, TX

Officers Attending: Jodie Sell, President; David Thomas, Secretary; and Debbie Vignes, Treasurer.

Members Attending: Robin Arnold, Chris DiSabato, Quinn Edmondson, Janice Gentry, Butch Gerfers, Dick Harder, and Kay Marshall.

Following a gathering time, Jodie called the meeting to order. After sharing joys and concerns, Chris DiSabato opened with prayer.

Reports/Action Items:
  1. Minutes of the November 20 Chapter Meeting was presented and approved.

  2. Debbie Vignes, Treasurer, submitted a report with an opening balance of $1,420.52. (The December bank statement had not yet arrived). Receipts were $00.00 Dues, and estimate $0.89 Interest. Unconfirmed ending balance $1,421.41 plus $10.00 in the business shares account.

  3. A discussion of meeting location hosts resulted in completing our administrative year: March 19 at Alamo Heights UMC; April 16 at Sunset Ridge Church of Christ; May 21 at Coker UMC; and June 18 at Genesis Full Life Fellowship.

  4. Jodie announced the upcoming annual CO-OP Church Staff Conference in Houston at Champion Forest Baptist Church on Thursday, February 19. (This is also our next scheduled meeting date). Early-bird registration has been extended through Friday, January 16.

  5. Our Alamo Chapter 2009 dues of $30.00 are being accepted by the Debbie. Dave will send out the renewal form to the full membership by e-mail.

  6. Butch announced the Chapter website is starting – www. NacbaAlamo.org. He obtained a 1-year domain name and registered the address for 3 years. Cost was $89.00. The internet service provider will cost $15.00/month. Dave made the motion, which was seconded and approved, for Butch to be reimbursed for his cost.

New Business: (None).

Roundtable Program Discussion:
  1. Facility Use Policy – use fees, not rent, to recoup costs for utilities and custodial support. Use by non-profit or for-profit organizations varied by church. One did not allow wedding receptions based on alcohol policy and facility conflicts. Priority for use varied between church programs, members, athletic, and community groups. One did not charge a fee to some community groups but accepted donation which could be more than the fee;

  2. Physical Security – need awareness of parking lot and facility break-ins. Some hired police to patrol on Sundays and large programs (funerals or weddings). Cameras are an option for surveillance;

  3. Reporting annual 403b contributions – only the employee’s contributions are reported on the W-2. Do not include the employer’s matching.

  4. Drug Testing – discussion on how to administer random testing, or testing for cause/incident. Some performed testing with new hires. Procedures must be explained in the Employee Handbook. Texas MedClinic will perform the test. Costs may be expensive so budget accordingly.

FEBRUARY

NACBA, Alamo Chapter
Minutes of Meeting on February 19, 2009 at 11:30 a.m.
Christ Episcopal Church, San Antonio, TX

Attendees: Kay Marshall, Darla Nelson, Gary Birdwell, Jodie Sell, Bruce Hammond, Butch Gerfers, Dick Harder, Donna Shreve.

Guests: Charlie Wedge - First Baptist Church, Mark Groves - Crown Insurance Group.

Following the gathering time of members, Jodie Sell called the meeting to order at 11:35 a.m. After a brief sharing of joys, blessings and concerns, Dick Harder opened the meeting in prayer.

Reports/Action Items:
  1. Jodie submitted the January 2009 Minutes for approval. The Minutes were presented and approved with corrections to the upcoming meeting locations.

  2. Treasurer’s Report: Jodie presented the Treasurer’s Report in Debbie Vignes’ absence. The financials as of 2/28/09 are as follows:

    Beginning balance - $1,454.23
    Additional receipts for the month - $0
    Ending balance - $1,454.23 + $10 in Business share account
    Grand total all funds: $1,464.23

  3. 2008 NACBA Conference Seminar CD’s: CBA Emeritus Dick Harder presented the group with a series of CD’s from the ’08 NACBA Conference in Nashville, TN. Members in attendance were given the opportunity to take the CD’s for the listening and enrichment. Dick has other CD’s on order and he will share them with the group in the coming meetings.

  4. Nominations: The nomination process for the next year’s officers will be underway in March.

  5. Chapter website: Butch Gerfers discussed the recently approved and constructed Chapter website (www.nacbaAlamo.org). He indicated that some of the site is developed (i.e. monthly meeting info and officer info with links to email) with more to be added as his busy retirement lifestyle allows!

  6. Meeting schedule: As detailed in the Minutes (and corrections), the group discussed the meeting location changes for April 16 (Coker) and May 21 (Sunset Ridge). Also, in order to have Crown Insurance present on the topic of commercial insurance packages for churches, the meeting date for the March meeting was changed to Wednesday March 18, 2009 at Alamo Heights UMC.

  7. Roundtable Discussion: The meeting participants then engaged in a roundtable discussion on Budget impacts due to the economy, expense reduction ideas, use of church facilities during employee holidays, and several other related topics.

Next Meeting: The next meeting will be Wednesday, March 18, 2009 at Alamo Height United Methodist Church at 11:30 a.m.

Following a gathering time, Jodie called the meeting to order. After sharing joys and concerns, she opened with prayer.

  1. Minutes of the February 19 Chapter Meeting was presented and approved.

  2. Debbie Vignes, Treasurer, submitted a report with an opening balance of $1,454.23. Receipts were $390.00 Dues, and $0.97 Interest. Ending balance $1,845.20 plus $10.00 in the business shares account.

Program: Loss Prevention:
  1. Jeff Carlson, President of Crown Insurance Group, discussed the proper evaluation of property and stressed a detailed inventory (pictures/videos) as proof of what is owned. Need a complete appraisal of facilities (each building) with detail of construction, walls, roofs, HVAC, etc. Artwork and stained-glass windows should be appraised separately by a professional.

  2. Rod Rogers, Utica Insurance Risk Management & Loss Control, spoke about protection against loss with alarm and sprinkler systems; employee and property protection with a safety program; and sexual misconduct for liability losses.

  3. Mark Graves, also with Crown Insurance Group, spoke on policies & procedures manuals including employee handbooks. A good resource is at website www.guideone.com. Open the “Safe Church” link at the bottom of the right side options.

  4. As Jodie needed to leave for another meeting, Dave closed the meeting by thanking Chris for hosting the meeting and Jeff, Rod, and Mark for their informative presentations.

Following a gathering time, Jodie called the meeting to order. Butch blessed the gathering and meal. After sharing joys and concerns, Norm opened with prayer.

Program: Loss Prevention:
  1. Charles Carranza was invited to spotlight Blackmon Mooring as one of the Church COOP vendors. Charles provided handouts and discussed disaster planning for damage recovery from fire and water damage as well as mold remediation, carpet, tile, and air duct cleaning services. They offer a no cost consulting and recommend pre-registering your facilities.

  2. Kyle and Scott from Dahill Industries were guests of Bruce and will attend a future meeting to discuss their copier and duplicator equipment options.

  3. Round Table Discussion followed on: 1) Credit Card on-line use. Some churches are starting to use for a variety of reasons, registrations as well as giving. The younger generation expects this service. 2) Bank fees for each deposited check. Need to research other banks or scan and ACH to bank. 3) Cell Phone for staff. Recommend monthly allowance paid directly as taxable income. 4) Bulletin Board for job seekers. In these austere times, recommend churches allow members to advertise their job openings. 5) Mass outbound communications. Bruce recommended and uses Constant Contact which is a fee-based service.

  1. Minutes of the April 16 Chapter Meeting was presented and approved.

  2. Debbie Vignes, Treasurer, submitted a report with an opening balance of $2,016.41. Receipts were $60.00 Dues, and $1.26 Interest. Ending balance $2,077.67 plus $10.00 in the business shares account.

  3. The Church CO+OP has an email article of pending State legislation that may reduce electric charges for schools and non-profits. Dave will forward this to our list.

  4. Jodie asked a few questions to gain information to complete the annual Chapter Achievement report.

  5. Jodie reminded members of the upcoming National Conference in Long Beach, CA the week of July 17 -21.

  6. National Church Administration Day will be observed on October 15.

  7. Butch reported the Chapter website is 99% completed. Please review it and use its links.

  8. Election of Officers: Officers elected for 2009-2010 period are as follows: Jodie Sell, President; Bruce Hammond, Vice President; David Thomas, Treasurer, and Debbie Vignes, Treasurer. The slate was unanimously approved. Chris DiSabato will work with Bruce on programming and Hermy Rudloff will work with Debbie on finances. Both are interested in serving as officers in the future.
New Business: (None).

Program: (Roundtable Discussion)
  1. Baptist Children’s Family Services (BCFS) needs locations for future evacuation families. Chris DiSabato discussed his experience at Alamo Heights UMC during last year’s hurricane evacuations. This is an excellent topic for a future meeting.

  2. Break-in Precautions were discussed for both buildings and cars in parking lots. Buildings could have alarmed doors/windows, motion detectors, and cameras. Parking lots could also use camera monitoring as well as golf cart patrols. Many churches remind their members to keep items of value in their cars out of sight.

  3. Are contributions and attendance down? Yes, but some churches are recovering. Some churches have announced possible program and staff reductions.

  4. Are balanced budgets required? Most churches indicated they have balanced budgets. Some have a deficit budget by dipping into prior year cash reserves.

  5. Asset Capitalization Policy? What value is required? Discussion indicated property (equipment) varied between unit values of $1,000 to $5,000 before being added to the balance sheet. Amortization lifespan could also be a factor.

  6. Pictures of New Members? Who takes pictures and camera control? Some indicated loss of cameras.

Program:
  1. Shirley & Gabby made a presentation with handouts about the Family Services Association, which has been in existence for 105 years. They provide a wide variety of services for children, parents, youth, family, seniors and caregivers. Services include food, clothing, counseling, employment assistance, parenting, homemaking, divorce, in-home care, and youth against gang activity. They have many volunteer opportunities.   2. Ted Claus made a presentation on Texas Baptist Men and their disaster relief services. They have 900 units trained and specialized in various functions, e.g., food, water, shelter, chain saw, clean up, chaplain ministry. They respond to calls from the Red Cross, Salvation Army, State of Texas, etc.
Next Meeting: August 20, 11:30 a.m., at St. Matthew’s UMC, hosted by Hermy Rudloff. There will not be a Chapter meeting in July. The Officers will meet to discuss and plan the next year’s activities.

July 24, 2009 - 11:30 a.m.

Meeting of New Officers was held at Logan’s Road House, IH-10 near DeZavala Rd.

The Alamo Chapter does not schedule a regular meeting in July. This allows the elected officers to meet and plan activities for the coming year.

Program: Report on NACBA Conference.
The NACBA 53rd National Conference was held July 17-21 in Long Beach, CA. Theme was “Riding the Wave.”
  1. Gary, Darla, and Donna from Christ Church reported on the very excellent conference (and weather) highlighting group breakouts by denominations, vendors, and workshops. Gary provided details from attending Stewardship, Tax Update, and Social Change workshops. He represented our Chapter at the President’s Meeting where we received Honorary Mention for club activities and reports.

  2. Norm Hils reported on sessions attended as well and provided handouts of a summary of events and workshops attended and quotes/lessons learned. He also provided details of one workshop, “Church Bylaws and Minutes: Sword or Shield” with Frank Sommerville. Norm received permission to distribute copies of this handout to those attending today’s Chapter meeting. (Dave was asked to e-mail the documents).

  3. The closing event/dinner was on the ocean liner, Queen Mary, docked in Long Beach.

  4. Next years conference theme will be “Empowered by the Son” and held July 19 – 23 in Orlando, FL.
Next Meeting: September 10, 11:30 a.m., at University UMC, hosted by Debbie Vignes. Program will be Round Table discussion. Jodie will be on vacation so Bruce Hammond will chair the meeting.

Program: Round Table Discussion.
  1. Flu H1N1 concern. Need a lot of hand washing and use of hand sanitizers.

  2. Fixed Assets inventory. There are software programs available with scanners. Shelby has a module. Could use a spreadsheet. Take pictures and/or video. Periodically, research replacement costs for items on the internet and enter into software or spreadsheet.

  3. Employee Handbook samples. Debbie’s is current. Quinn has a web link to church policies along with downloadable forms.

  4. Pictorial Directory options. Some vendors include Olan Mills and LifeTouch. Shelby and ACS allow direct download of their picture files. Other option is self-help with photographer or in-house camera.
Future Meeting Topic: Children’s Center policy (Pre-K) – reference to Texas law.

  1. Lee Carsten, from Alamo Information Systems Security Association, gave us an eye-opening PowerPoint briefing entitled “Child Safe Initiative Parent Presentation.” The topic covered parent awareness of children’s internet safety, online risks (including harassment, solicitation, bullying, sexting, pornography, violence, hate sties, gambling, drugs & alcohol), cyber security, high risk factors, and risk management.

  2. Brian Cullins, from Got Net Security, a Chapter vendor member, briefly spoke on computer vulnerability and security – protecting your data and employees with a hacker-free, virus-free, SPAM-free environment. Due to a lack of time, we will re-schedule Brian for a future meeting.

Joyce provided Toshiba handouts then introduced Bill and Gary who provided a slide show presentation on multi-function printers and variable data printing. Also discussed were office automation software (Re-Rite) and color/BW copiers/printers.

Next Meeting: Yule Tidings Concert with Miller’s Double Ring Handbells on Wednesday, December 16, 12:00 p.m., at Coker UMC, hosted by Jodie Sell. The December meeting of the Alamo Chapter, NACBA is traditionally a social gathering rather than a business meeting.
